Human Performance Technology Model Essay

The journal I had chosen is â€Å"Minding the gap , identifying performances issues using the Human Performances Technology model (HPT) . † The purpose of this journal is to main a useful model for identifying and addressing employee performance issues in academic libraries , specifically in a Learning Commons . As we know , assessing and improving employee performance , especially library services are always challenging . However , HPT provides methods for evaluating human performances , such as the performance of employees at a service point , and , and provides method in fixing problems that are identified . Most of the time , training is always assumed solution for many performances issues , but HPT suggests that the training is not always the answer and provides a variety of the other solutions referred to intervention . The HPT model created by the International Society for Performance Improvement (ISPI , 2010 a ) was used to evaluate employee performance at the service point in a newly created Learning Commons . Various interventions are also discussed the address performances issues in libraries. The HPT model may help librarians create measurable performance indicators which can be used to set standard of performances for employees. This model is useful for a combination of student workers, paraprofessionals and librarians. The HPT model comes from field of HPT , which is the combination of education , psychology and business . So , HPT is the process of identifying and analyzing the gap between current performances ( where one is ) and ideal performance ( where one wants to be ) using various tools such as models . Closing the gap can be done through a recommend solution called an intervention. â€Å"Intervention† in HPT refers to a course of action taken to improve performance . Each stage of the HPT process helps one understand the behaviors of people in an organization and of the organization as a whole . HPT aims to analyze observable behaviour both individually and collectively. HPT ensures a through of a variety of areas within an organization in order to understand the performance gap. An analysis of values, norms, culture, structure, performance, and environment is recommended . Through an organization analysis , environmental analysis , gap analysis , can cause those who using HPT analysis determine the performance problem or opportunity . Without careful analysis , inappropriate intervention could be implemented . Intervention should be long term , evolutionary and progressive. Learning Commons in Randall Library at the University of North Carolina Wilmington (UNCW ) was using HPT model to evaluate employee performance. The Learning Commons provides a variety of hardware and software, a centralized service point is included in the middle of the Learning Commons. This service point staffed by librarians who are full time faculty members at UNCW and university’s Technology Assistance Center (TAC) student assistant who are hired to work part time at multiple service points , including the Learning Commons service point , in Randall Library . The primary user group of the Learning Commons is UNCW students . The learning Commons applied HPT after three months opens . The performances issues identified after three months after opening . While some performance issues may ‘work themselves out ‘ overtime , if using the HPT model early in the operation can identify the problems immediately and prevents the problems . Application of the model can helps to identify the root of the causes and helps pinpoint appropriate solution for those issues. An assumption that training is always the appropriate solution for all performances problems can be corrected using HPT . As noted in the HPT model , there are several phases of analysis which are performance analysis , organizational analysis , environmental analysis , gap analysis and cause analysis . A â€Å"cause analysis† follows the performance analysis helps to identify a â€Å"lack of environmental support† or a â€Å"lack of repertory behaviour†. â€Å"Intervention selection ,design , and development† follow all analysis phases . That is because after identify all the gaps or problems , then only can select the appropriate intervention to fix the problem . Main Body and Discussion Human Performance Technology (HPT ) is a systematic approach to improving productivity and competence , it is a strategy for solving problems and for realizing opportunities related to the performance of people . It uses a wide range of intervention to improve individual and organizational performance . There are three fundamental processes to go through . There are performance analysis ,cause analysis and intervention selection . It can be applied to individuals , small groups ,and large organizations . Without identified the causes of the issues , the appropriate intervention impossible to created . Learning Commons in Randall Library at the University of North Carolina Wilmington (UNCW) was using HPT model to evaluate employee performance at the service point . First stage of the HPT model calls performance analysis . The â€Å"performance analysis† is to determine if a performance problem exists . A performance analysis includes an organizational analysis , an environmental analysis ,and a gap analysis . The first step in the performance analysis , the organizational analysis , calls for an examination of an organization ‘s vision , mission , values ,goals and strategies . It is important to define the boundaries of the organization before performing this phase in the model . It is useful to examine all departments or offices that closely related to the specific area under examination. The next component of HPT model is environmental analysis . The environmental analysis examines four important factors which are organizational environment, work environment, work, and the worker. In the HPT model, the â€Å"Work Environment† refers to the â€Å"resources, tools, human resources, and policies† of an organization, or in this case, of the Learning Commons. â€Å"Work† is described as â€Å"work flow, procedure, responsibilities, and ergonomics†. â€Å"Worker† refers to the â€Å"knowledge , skill , motivation , expectation and capacity† of an individual . The â€Å"Gap analysis† requires an examination of the actual performance versus the optimal , or desired performance . The information collected through the organizational and environmental analysis . The HPT model shows that the gap falls between the â€Å"Desired workforce performance† and the â€Å"Actual state of workforce performance†. It is important to identify the gaps , then analyze the causes of those gap happens. In Learning Commons , there has a temporary service desk was constructed , new furniture was not yet installed and a formal staff training program was not yet implemented . The performances of Learning Commons service was not optimal and causes a â€Å"gap† between optimal and desired performances . Next is causes analysis . As the HPT model suggests , after the performances gap was identified ,the â€Å"cause analysis† should be completed . The cause analysis can determine why the performance gap exists . Once a cause is identified, one or more interventions can be selected that will be able to close the performance gap . There are some causes for the performances issues . First , data , information and feedback . Initial training and communication of clear roles , responsibilities and expectations were not provided when the Learning Commons initially opened . Second , environment support , resources and tools . Detailed in Learning Commons employee did not exist . The conflict among workers will be happened . Third , consequences , incentives , reward . There were no consequences , incentives or rewards related to performance at the Learning Commons service point . Forth , skill and knowledge . A deficiency in general knowledge of the library services and the role of the librarians at the service point existed among TAC student assistants . Fifth , motivation and expectations . It is unclear what motivates Learning Commons employees and what they expect from themselves . After knowing the causes of the issues , intervention selection , design and development is needed . Closing the performances gap can be done through recommended solutions called interventions. HPT suggests that training is not always the appropriate solution because training will not solve issues related to motivation and expectation . However , an incentives and rewards will address motivation . There are some interventions existed after knowing the causes . There are job description intervention , document and standards intervention , training intervention , performance appraisal intervention . A job description specifically for employment in the Learning Commons would define each position’s duties , responsibilities , working conditions , and job activities , which would help employees understand their own job and the role of the other employees at the Learning Commons services point . Besides that , to remedy problems related to lack of information for job duties and procedures , the recommendation is a documents and standards intervention . The standard operating procedures(SOP) manual would include the job description , expectations , policies , guidelines , and procedures for each position at the service desk . Training intervention is training librarians and TAC students . Training employees would provide expectations for each employee . Performance appraisal intervention show staff that there will be consequences for poor performance and rewards for good performance . On the other hand , feedback should be encouraged in Learning Commons . Positive feedback should be provided and given from all the employees . Negative feedback is also important to correct everyday issues . After implemented all the intervention that suggested, must evaluate their success based on further analysis of performance . In my opinion , HPT is a very good tool to evaluate the individual performance or organizational performance . As we see the problems in Learning Commons , HPT had given a good solution for it in fixing the problem . HPT begins with a comparison of the of the present and the desired levels of individual and organizational performance to identify the performance gap. Once the performance gap and the causes have been determined, the appropriate interventions are designed and developed. These may include measurement and feedback systems, new tools and equipment, compensation and reward systems, selection and placement of employees, and training and development. The interventions are then implemented and the change process managed. After implemented all the intervention , The employees in Learning Commons will clear about their roles , responsibilities . At the same time , The Learning Commons is already providing to be a great resource at UNCW . HPT model must be applied cyclically and systematically over time to evaluate employee performance . However , I do not agree that HPT is always the best tool in solving problem . This is because it might identify wrong data or information during performance analysis . If it is wrong in the beginning of the process , inappropriate intervention might created . This will make the decision maker make the wrong decision . While doing wrong analysis , there might insert a high cost and it’s will be a waste of time if the analysis is wrong . Moreover , HPT has mentioned a few intervention to fix the problems . It’s hard to implement all those intervention at the same time . If cannot implement successfully , the more problem might exists . But if whole process is running smoothly , nonetheless , HPT is a very tool in solving problem . I had compared two models which are HPT model and ADDIE model . The ADDIE model is a systematic instructional design model consisting of five phase which are analysis , design , development ,implementation and evaluation phase . There are a few similarities between HPT model and ADDIE model . They both use process of analysis to look the problem and seek for the solution as well . However , they have a key different between the model . The ADDIE model addresses the â€Å"gaps between desired outcomes or behaviours and the audience’s existing knowledge and skills†. The ADDIE models mainly focus on the individual needs and then design and develop objectives and processes help the individual . Evaluation and implementation do not just happened at the end of the design and development . They are ongoing to inform the designer . So if there any changes, the necessary solution can be made quickly . The HPT model is different because it more focus on the causes of â€Å"performance† gap . The success of the organization is depend on its employees . HPT will look what causes the employees unable to perform the job . HPT’s goal is to increase the bottom line of the company by increasing the individual’s ability to perform the job . In addition , it is important that the HPT is look â€Å" what caused the problem† ,while the ADDIE model looks at â€Å" solving the problem exists † . HPT model design seem to also behaviourist approach because the focus is more changing individual behaviour . The HPT model will look at evaluation of the problem and how it was addressed long after the process . The HPT model has its own advantages . In my view , because HPT model is focused on how the people perform on the job . In my opinion , the workers or the people of the organization is the assets for its organization . So , the performance of the individual affect overall success of the organization . This model takes many variables into the account , that there will affect performance . It humanizes the work place because the individuals are allowed to address their problems. At the same time , it may be necessary to provide training course if the individual unable to perform the work is because of lacking information or unknowledgeable . Beside that , HPT model never ignore the reward or motivation . If they have a good performance , incentive or reward will be given to motivate the employees . Every model has its own disadvantages as well , disadvantage I see is how the technologist ensures lifelong working and the successful using the collected information. Because they wait a while before evaluating. It would seem to me that the worker would want to know immediately if they are doing better so that changes can be made more quickly. Feedback is so important to workers feeling successful and competent. If there is too much focus on negative feedback, it may have a negative impact on the individual. Where as in the ADDIE model, the worker’s deficiencies or the causes problems are not the major focus, and you get feedback at various stages rather than only at the end of the process. If I were a human resource professional in any area , I would use HPT model . As I was also a worker before , I see that would be beneficial for all the subordinates or primary worker . If workers feel supported, they’ll do better than if they’re not supported. It provides a guide to helping individuals be successful in their work. I think someone who feels successful and competent in their work is more likely to suffer less burn out than those individuals who have no one in their corner to mentor or help them solve whatever issue is keeping them from doing their best on the job. I might also use HPT when talking to friends or children about getting jobs and being successful on the job. I can apply it to my own career and be my own trouble shooter as well as look for solutions. This puts a little more power over what I do in my hands because at least I would know that I can change me to help the organization do its job better too. On the other hand , as I mentioned employees are a part of assets of the organization . I think it is the responsibility of the human resource department to choose an appropriate system of performance appraisal . Effective appraisal system motivate the employees all the time rather than joining training . Conclusion In conclusion, HPT model has been described as the systematic and systemic identification and removal of barriers to individual and organizational performance. Nonetheless ,HPT model is an effective tool for uncovering performance issues . The model can be applied to any area in the library where employees must perform and is not limited to public service . In any new service , some performance issues may â€Å" work themselves out† overtime while some may not . In some cases , problems left unidentified or unsolved , it may be quite difficult to fix after an extended period of time . It is same like our daily habit or problems , if a parent identified that a child is beginning to pick up a bad habit , it is certainly easier to change the child’s behaviour when the parent first notices their child’s behaviour . If the parents did not take action to stop their child in the beginning , it is hard to stop their child after maintain a long bad habit . Similarity to any other service , if identify the problems early , then can find out the causes and fix it as fast as possible . The model does require extensive analysis . Without this analysis , a full picture cannot be taken , assumption will be made , and issues or problems cannot be identified . Optimal employee performance is critical in any organization . From the journal , Learning Commons in UNCW is using human performance technology (HPT ) . It is a library . With libraries needing to demonstrate their value and provide assessment data and administration . The HPT model serves as one more useful tool for libraries to accomplish this . I had read a journal , which is about ADDIE model and I had also compared both ADDIE and HPT model . I found that there have many similarities . But when I go deeper for the journal , I found that there is a big differences . ADDIE model focus more on training building program , while in HPT model , training is only one of the tool . HPT model is not only useful in organization , but also useful for every individual . If did not find out the causes properly , a appropriate solution is impossible to created .

Economics Paper 5 International Trade and Finance Speech Financial Pitfalls 2 Ladies and Gentlemen of the House, good afternoon to you all. I would like to thank you for the opportunity to speak to you this today on such an important topic – our economy. Our economy is in crises mode. To say that our economy has slowed down would be an understatement. The economy, to date, has taken a step backwards and the direction we are heading will take us from a record long-lasting recession to an all-out financial depression. Americans consume far more goods than we produce on a monthly basis.What that means, simply put, is that we continue to build more debt and get poorer with every passing month. Think of it like this – the average person goes through a certain amount of managed stress each day. When outside stress, or variables are added to daily stress it places more pressure on the body and mind. If this outside stress isn’t dealt with or managed, and as more is adde d, the body will either explode or shut down. Our economy is like the average person’s body. Most of us do not understand the current economic state of affairs.Not that we wouldn’t be able to comprehend the status, but most are unaware, as the media and national political heads are sheltering Americans from the truth and not diving in to the true issues at hand. We currently have a surplus of imports in our great nation. This should be of no surprise to us – countries that we currently hold the largest amount of deficit through imports are: †¢China †¢Mexico †¢Japan Financial Pitfalls 3 With the Chinese enjoying a spike in export capital over nearly past ten years, they have become a giant on the global economic scene.On a closer level, one that strikes the heart of every American man and woman, the impact of this surplus is being felt in our automotive industry – the true backbone of this great country. China has grown into an auto-parts mo nster as they have increased over 900 percent in exports since the beginning of the century. How are they doing this? By producing quality parts at a cheaper rate is nothing new but the Chinese are being criticized by many for benefitting from illegal currency manipulation which leads to unfair trade policies.These policies pose a real threat to American automotive jobs in the near future. International trade has a significant effect on the Gross Domestic Product. The GDP is the true market worth of officially recognized goods or services produced in a country. Think about this for a moment – if you were to go into a department store and found two shirts that were identical in color, material and stitch but one was priced ten dollars higher than the other. Which one would you choose? Easily you would pick the cheaper product and that is the issue American consumer’s face each day.Larger corporations have the ability to mass-produce products and pay their workers far le ss than those here in the states. They do this across the globe in what is called slave labor. As a result, there are fewer jobs available in the United States, more across the globe, and more goods being imported into the country and a more dramatic effect on our economy. Financial Pitfalls 4 We have exhausted our means to generate additional income for our nation through tariffs and sanctions on goods being brought into the country.The taxes levied on goods and the limits placed on incoming products and goods can impact and possibly obstruct international trade. This may also increase production costs and the possibly have an effect on the foreign exchange market. Exchange rates are driven for the most part by the amount of currency bought and sold either through speculation or international asset transactions in either services or goods. There are two types of exchange rates: short-term and long-term. The short-term exchange rates swing from minute to minute and are caused throug h changes in supply and demand for money as it is being sold from one country to another.Long-term rates are more directly affected through national monetary policies created by global governments. This has a global effect on economics. With our current national election trail heating up and the nation’s economic state of affairs in the center of discussion, there will be promises made by each candidate. The focus will not only be today’s economy but how we will move out of the red and back into the black. There are many ideas but in my mind it is simple as an old saying – you must spend money to make money. For us o make money and become financially independent, better yet, a global leader in economics, we must learn from our past. Financial Pitfalls 5 As President Bill Clinton discussed in a recent interview with Fortune Magazine, he laid out the three keys to bring our economy back – †¢Unleash the large amount of capital that is being held but not invested †¢Accelerate the resolution of the home mortgage crisis †¢Bring back manufacturing Sounds easy but it isn’t – this is not a short fix to a growing crisis but will take time for us to work together to climb back to the top. While historically the United States had been a nation that provided credit to other countries, it is now in a decline. This decline has caused the United States to become a major debtor, owing millions of dollars in interest to other countries. This is a result of an excess of importing, which has resulted in a surplus of imported goods. This surplus can be necessary to help offset the current deficits, but may stunt the economic growth of the United States.When there is a surplus of imported goods from foreign countries, the United States slips into a deficit. This deficit is created from the trade balance. The largest quantity of imported goods is the transportation equipment. Between 2006 and 2010, automobiles were the highest ranked import, followed by energy-related products. This surplus of imported vehicles resulted in the inability of American automobile manufacturer to produce comparably priced vehicles. This further resulted in U. S. automobile manufacturers needing to either receive government aid in some cases, or file bankruptcy and close for good.The closing of several automobile manufacturing companies and plants resulted in an increase in the unemployment rate, as displaced workers have been unable to find comparable work. International trade can also have a major impact on the Gross Domestic Products (GDP). It can affect the level at which imports and exports are operating, it can reduce consumer spending, and affect the unemployment rate. A higher rate of exports to imports will increase the GDP, while more importing will have the opposite effect. These fluctuations in trading have negative and positive effects on the U.S. economy. The more the United States exports, the more income it is gaining. This is good for the rate of employment, as the higher demand for U. S. products requires more producti vity. Trading deficits also have an impact on consumer spending. When consumer spending is high, trading deficit percentages increase. The opposite is true when consumer spending is low. Domestic import markets also increase as the value of the American dollar increases. International relations and trade are affected by tariffs and quotas implemented by theUnited States government. Tariffs and quotas allow the U. S. to differentiate between the domestic supply and the world supply. Due to protection from the government, domestic markets need not fear competition from foreign producers who provide higher quality, lower cost products. However, too many restrictions on imports could cause a decline in productive trade with foreign countries. These other countries could institute tariffs on U. S. goods which would result in the United States having to pay higher prices for imports.In addition ot all of this, international trading relationships remain unaffected, as free trade agreements allow countries to buy and sell goods at fair market value. Another factor in international trade are foreign exchange rates. Foreign exchange rates are the rate one country’s currency may be exchanged for the currency of another country. It is an economic measure implemented by the government to ensure equilibrium of trading activities. A decline in the exchange rate decreases a country’s purchasing power.Foreign exchange rates are affected by the interest rates imposed by a country for currencies as a result of demand. These interest rates are managed by the central banks of each country, in the United States this would be the Federal Reserve, or the FED. Exchange rates are determined by several factors, interest rates, productivity, inflation and debt are all factors in determining the exchange rate of any given country. Since the 1970’s, when president Nixon took steps to fully normalize relations between the United States and China, China has become one of the major import countries for the United States.While it would seem that the United States could impose many restrictions on trade with China, many would argue that it would be very unwise. A restriction on imports from China could be very detrimental to the United States economy. New restrictions would not only prompt monetary action from China, such as higher prices, it could also prompt civil actions, perhaps even war. Free trade allows countries to engage in trade without additional tariffs or quotas. If China is not imposed with high tariffs and quotas, the United States government knows that the savings will be passed on to the consumers.Limiting the amount of goods imported from china would also greatly limit the variety of products available to U. S. consumers. This would reduce profit and lead to an increase in unemployment. This could continue on the result in an unstable United States economy. In conclusion, international trade has a major impact on the economy of the U nited States. Historically the United States has been a major power in international trade and finance. Currently, the U. International trade, finance and exchange rates are a large part of this study. Today, we will dive into the basic definitions and descriptions of simple terms and concepts as they relate to macroeconomics. â€Å"The trade balance is the difference between a country’s exports and imports† (Colander, 2010).When a country is exporting more than they are importing a surplus is created, so there is more production than consumption. The opposite is true for a trade deficit. A country that imports more than it exports is running in a deficit; consumption is more than production. An example of a product in the United States with a surplus is oil. Seven years ago the U. S. imported about two-thirds of their oil consumption. By 2014 it is expected that the U. S. will only import 6 billi on barrels of crude oil per day; this is about one-third of what the country uses and by 2020 U. S. il production will exceed Saudi Arabia’s (Phillips, 2010). The problem is that the oil produced in the U. S. is high-quality crude and the oil imported is heavy, sour oil. Since the refineries are currently equipped to refine the heavier oil the U. S. has a surplus of the high-quality crude. One would expect lower oil prices with the surplus, but as the current gas prices reflect this is not the case. While the process and the politics involved have many components not discussed here the crux of the situation is that a surplus of an import can cause business and domestic consumers to suffer.Gross Domestic Product (GDP) is the value of all goods and services produced in one country during a one year period. GDP is made up of consumption of goods (expected to last three or more years such as food and clothing), services, government expenditures (schools, upkeep of roads, and mili tary expenses), residential and non-residential spending, and business inventories. The equation is all of the items listed less ay imports to other countries. International trade influences the GDP by expanding markets with imported goods and services that are either not available in the U.S. or are less expensive if imported. Some of the goods imported are coffee, bananas, oil, and automobiles from Germany and Japan. The imports of these goods increase the economic GDP, but also allow the U. S. to export products to other countries. A result of this economic expansion and diversity of goods and services is competitive pricing and an increase in the market competition among producers providing domestic consumers with less expensive products. A major advantage of trading is the ability of certain producers to concentrate or specialize in certain goods.A disadvantage would be the government imposition of restrictions and limitations to protect the domestic production and market. Gove rnments have imposed taxes on trading transactions which increases the cost of importation. Many governments also restrict or limit the import of goods and service to their country. These impositions are known as a tariff or quota. Tariffs are taxes governments place on international traded goods – generally imports (Colander, 2010). They are most commonly used to restrict international trade and promote domestically produced goods.Quotas are put in place for the same reason but rather than taxing imports the quantities of product are limited. Tariffs affect trade patterns, but they also create revenue for the government often offsetting the loss of consumer surplus (â€Å"Impact of Trade Tariff Cuts: Long-Series Historical Evidence†,  2013). The exchange rates are â€Å"the price of one country’s currency in terms of another’s currency† (Colander, 2010). To understand the determination of an exchange rate one needs to think of currency as just a nother good (Colander, 2010).Consumers demand other’s countries’ currencies to buy goods and assets in that country. Foreign exchange rates are determined by supply and demand of goods. An example to understand how the demand-supply balance moves is to examine the dollar vs. rupee exchange. The dollar/rupee exchange rate will depend on how the demand-supply balance moves. When the demand for U. S. dollars in India rises and supply does not rise correspondingly, each dollar will cost more rupees to buy.Exchange rates are in a constant state of fluctuation because of the countless activities of the foreign exchange market. China currently supplies the U. S. and many other countries with goods. It would be difficult to discontinue because â€Å"buying from China is in fact buying American† (Chen, 2011). Chen, 2011 reported that America imported $374 billion of goods and services from China in 2010 and exported $115 billion to China. This created a trade deficit of $260 billion. But if calculations are based on alue-added contributions by the two countries, America actually has a trade surplus of $70 billion. One should think about the jobs that are created from the importing of goods from China rather than the jobs it is taking away. Apple employs thousands of associates in America to sell iPhones, Target employees over 350,000 American workers who sell Chinese imports, and thousands of UPS and FedEx workers deliver Dell computers, Hasbro toys, and Nike shoes to American families (Chen, 2011).Thank you for your time and I hope the information provided gives a high level understanding of international trade and finance as it relates to the current state of the U. Jews, however, were not the only ones targeted; on November 24, 1933, the Law Against Habitual and Dangerous Criminals was passed, which allowed people such as beggars and alcoholics to be sent away to concentration camps such as Dachau, already built in Germany and awaiting its sinister purpose (The History Place). Presidential vs. Parliamentary Government Essay Every nation, ever since the dawn of civilization, has always had some form of government. It is of necessity rather than need, as a nation without one will always result to anarchy. Today, two of the most popular and well-known forms of government are the presidential form of government and the parliamentary form of government. Each form of government has its own pros and cons, and the debate of whether one is better than the other has long been a subject of discussion.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The main difference between the two forms of government is how the extent governmental powers are distributed and/or separated between branches of the government, and whether one branch has or does not have power over another. In the presidential form of government, political and administrative powers are distinctly divided between the executive branch (the President), the legislative branch (i.e., the congress/senate), and the judiciary branch. The powers vested in the executive branch is usually balanced against those given to the legislature. Laws and bills are made by the legislature and it is the executive branch which enacts it. The President has the power to veto the bill, preventing its execution, but the legislature may override the Presidents veto, provided they can gather enough votes to do so (â€Å"Parliamentary versus Presidential governments†). This serves as a check and balance for both branches, ensuring that one does not overpower the other.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the parliamentary form of government, however, there is a fusion of power between the legislative and executive branch. This is mostly due to the fact that the head of government, the Prime Minister, is voted into position by the legislature, which is often mostly composed of the ruling party or coalition. In the presidential system of government, the President serves a specific, defined term. Political parties also hold less of an impact on the presidential system than on then parliamentary system since the President can still be voted in office regardless of whether his or her political party is a minority or not. Also, ethnicity, race, and ideology wont be much of a conflicting factor, especially for a very diverse country, since power is equally divided amongst the legislators, and not just focused on one (e.g. the President). His purpose was to help build Mary’s self-esteem. Through Leonard’s support, Mary was able to rebuild her self esteem by performing speeches and by supporting the American Indian Movement. Leonard gave her a way to do her own spiritual rituals which she believed helped strengthen her. Because of Leonard’s leadership participation in the AIM Movement, his son was raised freely in the traditional way of his Indian culture. Leonard was also the one who restarted the Ghost Dance even thought it was previously forbidden. Due to the oppression from the Whites, Indians started a spiritual dance which they believed would deliver them from the oppression of the white men. They called it the Ghost Dance. The Ghost Dance was a way to relieve the American Native Indians from their extreme poverty, suffering and from the other hardships they encountered. They believed that the Ghost Dance would bring a messiah to them that would soon return the lands to the Indians, resurrect their dead ancestors, and restore their former ways of life (Richard P. Muniz 2006). White people feared the Ghost dance traditions believing that the dance was not proper and that the Indians would practice witchcraft on them. Therefore, the Ghost Dance was outlawed. The U. S. Government undermined the Indian communities through reservations. Indians were required to live a segregated life. They were treated as second class citizens and to make them â€Å"perfect† for the American’s way of life, the government forced their beliefs onto them. The government greatly attacked the Native American community way of life through sending the Native American children to an institution to break their ways of beliefs with the intention of molding them into a â€Å"respectful† American citizen of the white class. Using these schools were a great means to fix the Indian’s way of life. The government really believed that the schools were civilizing the Indian children and offering them a great opportunity for them to evolve into the white culture and Christianity. These schools were supposed to help them to become â€Å"first class† citizens instead of â€Å"second class. † However, the government did not understand that this was not the proper way or means to help the Indian children or Indian people at all. They were already oppressed by Indian Reservations and then placed into a school system to strip them of their cultural beliefs and then forced to accept customs that were not known to their forefathers. Mary describes the government as civilizing them with their stick or another way to say this is with discipline. Mary states that, â€Å"children were like the victims of Nazi concentration camps† (pg. 28). The Indian Sun Dance which is another common tradition of the Indian culture and their community was outlawed by the government as well as the Ghost Dance. The Government forced many Indians into slum housing after taking their tribal lands. These slum homes had no electricity, plumbing, or technology. Most of them would have to live in the dark and in small cabins. Their way of living was very limited unlike the White Americans who had electricity and plumbing. They were unable to find employment due to racial restrictions from white people which resulted in high unemployment for the Indian culture. Many Indians were killed due to being accused for murderers they didn’t commit. Mary mentions in the story that many Indian family members were killed. In addition, many Indian families were punished by the government for having civil rights movements with attempts to help their community to become strong. It will be an essential condition for success in the emerging, keenly competitive, global hospitality markets. While the future importance of delivering quality hospitality service is easy to discern and to agree on, doing so presents some difficult and intriguing management issues. Since the delivery of hospitality service always involves people, these issues center on the management of people, and in particular on the interactions between guests and staff, interactions that are called service encounters. English has been learned since in elementary school until stand in University to get degree. In University, English become the common communication through the students. English uses in international communication, not only in oral form but also in written form. It has been known that student in school often get hard to understand English, they just know a little bit simple vocabulary and they are very lazy to practice it.Sometimes they do those things because they don’t have interest in studying English; they just study English in their school with old method and make them bored. Actually, they want to practice English but they not have capability on it, they just learn it but don’t understand, and do not know how to use it. Even in their school they have to be mastered the 4 skills in English; they just have capability in reading with their bad pronunci ations. Teacher must know exactly the condition of their student, and after that they have to do something to solve that problem.In this era, learning program not able to give satisfactory result. It is seen when the process of learning happen, the atmosphere seemed like the boring class. Teachers are busy to deliver the material without care to their students, are they understand the lesson or not. Most of teachers, always monotone and lack of variations they almost stuttering technology, are not able to use media in learning process. Teachers, consciously plan a systematic teaching activity by use all of things that can increase interest in study.Teacher must have creative idea to make their student better in English; on the contrary, they teach their student but their student never understand what they are studied. So they must find other way to teach their student and make them interested in study English. Actually, to know about student interest it is very easy, we must know wh at kind of method that can make them interested in the lesson. Sometimes they can ask the teacher to provide the new method in teaching and their teachers have to open their mind also aware what the students need in their learning process.Improved learning quality is one of the fundamental improvement in educations a whole, improve the quality of education be an integral part to improve the quality of people. Both aspects of ability, personality and responsibility as a human in the earth. Quality of education depends on the quality of the teachers and learning process. As a result, increasing quality in learning process is a fundamental issue for the improvement of the quality of education in a rational way. Sometimes, to make interesting lesson we can use media and teachers must know how to operate it. People in general are influenced by what is seen, in its feel and hear.In other words, it is not possible when there is a help in the learning process. The above statement can be sup ported by Munadi (2008), in his book that many states that helps the human senses in the acquisition of knowledge and experience is the sense of hearing and the sense of sight. Based in the explanation above, teachers must realize their position in learning process because they have big deal in the goal of learning. Author knows that in the process of learning student always take low participation and to make it high teacher must teach them in various way and make invention in teaching.If the student has interest in, there is a thirst for knowledge, learning becomes a pleasure, a pursuit, and a kind of enjoyment; if students lose interest in learning, then learning becomes the bitterest errand under the sun naturally positive achievement will not be desirable. Language can be known by rule or systems. As Owen  in Stiawan  (2006:1) stated language can be defined as socially shared combinations of those symbols and rule governed combinations of those symbols. Same with information before, Mackey (1986:12) said language may be form and not matter. Thus, language is something that people use to communicate with othe rs. Sometimes known by a rule or system and also thinking of people in daily ife. Language can be spoken or written and there are many others type of language. It also known by the most fundamental ideas in science. B. Learning Based on Wikipedia (2012) Learning is acquiring new, or modifying existing, knowledge, behaviors, skills, values, or preferences and may involve synthesizing different types of information. In learning process we heard about new information and we reinterpretation it in our life, like Ramsden (1992: 26) said that Learning involves comprehending the world by reinterpreting knowledge.According to Winkel, Learning is all mental or psychic activity that takes place in an active interaction in the environment, which produces changes in the management of the understanding. Another opinion comes from Ernest R. Hilgard in (Sumardi Suryabrata, 1984:252) learning is a process that was done intentionally, which then caused the change, which was different from the change s brought about by others. Same information comes from Gayne, in his book (The Conditions of Learning, 1977) a similar study demonstrated changes in behavior change and support by idea from Moh.Surya (1981:32), the definition of learning is a process of individual efforts to acquire a new behavior change overall, as a result of the individual's own experience in interacting with the environment. Thursan Hakim (2005:1), learning is a process of human personality changes, and the changes of revealed in the form of increased quality and quantity of behavior such as increased skills, knowledge, attitudes, habits, understanding, skills, intellect, and so other capabilities.Slameto (2003:13) believes that, learning is a process of one's efforts to acquire a new behavior changes as a whole, as a result of his own experience in interaction with their environment. So learning process make many changes in personal life, not only behavior, manner, knowledge, but also all of things that connect with humans every individual. C. But another opinion comes from eu. wiley. com state that (2012) Language learning  is a scientific journal dedicated to the understanding of language learning broadly defined. It publishes research articles that systematically apply methods of inquiry from disciplines including psychology, linguistics, cognitive science, educational inquiry, neuroscience, ethnography, sociolinguistics, sociology, and anthropology.Language learning based on cognitivealtas. org (2012) la nguage learning is the process by which humans acquire the capacity to perceive, produce and use words to understand and communicate, this capacity involves the picking up of diverse capacities including syntax, phonetics, and an extensive vocabulary, the language might be vocal as with speech or manual as in sign. Language today becomes a culture that should be preserved existence.By learning a language means also learned to cultivate them, develop them, make them change into a great people. Actually, people studied about foreign language and they study it in school and other place. There are some opinion about foreign language learning based on expert, those are: 1. When I think about the difficulties of it, I am amazed that someone can actually do it at all. DISCUSSION Audio-visual is fundamental things in our life, with audio visual we can communicate with other people and also make something interesting that can be seen and learned by other people.Without audio-visual, learning process can be monotone and not interes ting enough for student. When they are study with old style, they cannot catch the lesson directly and easily, sometimes they must study it by themself in their own house. The using of audio-visual in learning need some media to support it, almost all of the media are the electronic tools and need new technology to make it more interesting and more update. New technologies provide the means to help reshape both the content and processes of language education.As seen from the above three case studies, appropriate use of new technologies allows for a more thorough integration of language, content, and culture than ever before and provides students with unprecedented opportunities for autonomous learning. Computer technologies not only help teachers and students to transcend linguistic, geographical, and time barriers but also to build bridges between bilingual, ESL, and foreign language programs. The use of new technologies allows students to engage in the types of online communicatio n and research which will be paramount for success in their academic and professional pursuits.Nowadays, students very like to playing games, watching movie or many else. They like that because all of that have interesting part in their packaging, like film and game it give us interesting site with the visualization and the sound or audio. Picture can make them have their own imagination and sometimes we can add funny pictures and can make them focus on the lesson. Audio and visual make they left brain work and increase their study attention, left brain studying is more effective because they can remember the lesson in a long time.Visual also give student some adrenaline to analyze what they are seen the visual media that given by their teacher. In this case, teacher in the modern era, have to know how to use audio-visual aids to support their lesson. Sometimes teacher just know about Microsoft word, all of us know that this kind of software just used to make a text and from some re search that students rarely like to read the text because they just feel sleepy and do not want to recall back to their old lesson.Teacher is the people that have the biggest influence to their students, because children get more lessons from them than their home. The key to successful use of technology in language teaching is our human capacity as teachers to plan, design, and implement effective educational activity. Language learning is an act of creativity, imagination, exploration, expression, construction, and profound social and cultural collaboration. If teacher use computers to fully humanize and enhance this act, rather than to try to automate it, they can help bring out the best that human and machines have to offer.Studied by using audio visual have a lot of benefits, because the use of audio visual can gain more experience, impressive, more clear and concrete. Besides audio-visual media have the potential subject according idger dale as follows (Ali Pandie: 1984): a. Pr ovide concrete foundations for thinking a. Make lessons more interesting b. Allow a longer lasting learning outcomes c. Provide real experiences d. Develop the regularity and continuity of thought e. Can provide experiences that are not acquired any other way to make learning more efficient and diverse depth. . Audio visual media can be repeated Some studies have shown that learning is absorbed through the medium of vision (visual media), as well as the auditory (audio media), can accelerate the absorption of learners in understanding the lessons presented. One of the advantages of learning the use of audio visual media is looks can be made as attractive as possible, so that children are interested to learn. For example, the animation – animated cartoon about a living creature in the forest that can be directly liked by students or children.Audio-visual aids in the classroom can enhance teaching methods and improve student comprehension. Today's technology offers many choices to the informed educator who wishes to capitalize on a new generation's appetite for multimedia presentations. Lesson plans that incorporate the use of audio-visual aids should be consistent with curriculum objectives and not segued improperly. Audio-visual in language learning also have the disadvantages, those are: 1. Forced stressed the importance of the material rather than the process of development and still looked upon as an audio-visual aids in teaching teachers. 2.Too much emphasis on the mastery of the material of the development process and still looked upon as audio visual aids teachers in the learning process. Have orientation in the real media. 3. Audio-visual media tend to use one-way communication model. 4. Audio-visual media cannot be used anywhere and anytime, because audio-visual media tend to remain in place Thus, audio visual system in language learning especially English is really needed because trough audio visual student can learn something by themselves eas ily. This kind of method can make student pay more attention to the lesson and they can analyze all of things in their lesson.There are so many advantages in audio visual learning that can help student and teacher in the learning process. On the contrary, there are a few of disadvantages of audio visual learning, most of them just have technique program, such as cost, tools, and also the maintain of the tools. This method also has a problem in the way of learning but it just a piece of cake to repair it. The significant problem of audio visual learning is not serious enough; it can solve and covered by all of the benefits of the method. V. CONCLUSION A. ConclusionLearning English in school is quite hard because student cannot pay attention to the lesson, they thinks that the lesson is seems boring and make them cannot catch the idea of what the teacher explain before. With this condition, teacher as a people who have more influenced to the student need to know the media that can imp rove their student interested in study. They can use audio visual media as a teaching media, because with audio visual their student can be more attractive and interested with the lesson. Student very crazy about movie, game or other media lately, and this entire media connected to their audio and visual.If the teachers use this media, student can catch the material easily with their own understanding. They are very imaginative, so when the teacher teach them with what they are like and understand about, they can memorized it every time. Audio visual media help student in learning process because this media have a sound, color, picture or many else that can balanced their brain. Picture and many interesting things that student like is connect to the left brain studying, because when student study with left brain style their lesson can be memorable.Language learning is an act of creativity, imagination, exploration, expression, construction, and profound social and cultural collabora tion. Suggestion Learning process is quite difficult for students, teacher must be respected to their student and give the interesting lesson. so that, they can accept the lesson directly. Teachers have to up to date about technology, because technology very useful in language learning.Many technologies can be operated by teacher easily if they understand how to use it. Teacher have to change their teaching style become more interesting to increase their student interest to the lesson, teachers can follow the computer course or other creativity course to find the way to make the lesson memorable.
